Rugby is primarily organized by two main governing bodies:

1. World Rugby (formerly known as the International Rugby Board or IRB): It oversees rugby union worldwide, including international competitions like the Rugby World Cup and the Rugby Sevens World Series.

2. Rugby League International Federation (RLIF): It governs rugby league, which has its own distinct set of rules and competitions, such as the Rugby League World Cup.

The headquarters of World Rugby, the governing body for rugby union, is located in Dublin, Ireland.
